I HAVE received your despatch No. 352 of the 26th October, 1905, and have considered, in consultation with the Board of Trade, the correspondence inclosed by you in that despatch between the Wai-wu Pu and the Representatives of the Powers at Peking on the subject of the draft Trade-mark Regulations.

I concur in the view taken by yourself and your colleagues that the amendments proposed by the Chinese Government to Articles 15, 20, and 21 are quite inadmissible. I am also of opinion that no concession ought to be made in the matter of fees. I have informed His Majesty's Ambassadors at Paris and Berlin of the attitude adopted by His Majesty's Government in regard to the matter, and have requested them to communicate the views of His Majesty's Government to the French and German Governments respectively.
